Following is text of proclamation issued today begins:

Breaches of neutrality of British Concession. Reference is made to the proclamation issued on this subject which was promulgated in the Peking and Tientsin Times on the 11th day of March last. Notice is hereby given that any breach of neutrality in the future will be dealt with by either handing over the culprit to the de facto authorities for trial or expelling the culprit from the Concession in accordance with the

seriousness of the crime committed.
